This project was designed in close cooperation with the Ministry of Women’s Affairs, with an objectives as follow:
- To build the capacity of the 42 government staff of the provincial department and district of women’s Affairs to be able to organize forum for female commune councilors and Women and Children focal points in the two provinces of Rattanakiri and Koh Kong.
- To build the capacity of 113 FCCs, WCFPs and female village chiefs, female vice chief and female village members in exchange of experiences and increase their self-confidence.

ACTIVITIES
I- Training of Trainers (TOT):
Two 5-daysTraining of Trainers (TOT) have been organized, on June 08-12, 2009 in Koh Kong and on 22-26, 2009 in Rattanakiri, with a total of 42 participants from 14 districts and 2 krongs. All participant learned about facilitation skills, role and responsibility of facilitators in the forum, how to organize the forum, how to identify and categorize issues and develop strategies for solution, how to reporting back, how to ask question and how to be good listener. They have an opportunity to share their experiences, learn of facilitation skills and techniques and participate actively in group discussion and on topics relating to effective facilitation during forums.
Different methodology were used during the TOT training, such as class presentation, role play, brainstorming and facilitation, group discussion, energizer game, to encourage full and active participation from participants.
II- Forum Demonstration in Koh Kong & Rattanakiri
In order to assist the P/DoWA in their preparation for the forum, WfP organized a forum’s demonstration for CWCFPs and FCCs in order to provide an opportunity for the TOT facilitators from the province to come and observe how the forum is being organized and facilitated. Therefore, when they return to their districts they can follow this model forum.
A total of 40 participants attended the forum’s demonstration. Among those, 2 are commune chiefs, 4 are first deputies, 2 are second deputies, 12 are members, 6 are village leader assistant and 14 are Women in charge of women and Children, who came from 31 communes and 5 Sangkats in 10districts and 2 krongs.
III- Forum organized by PDoWA in Koh Kong & Rattanakiri
Six participants were selected per province to organize forums, 2 each, in Barkeo and O. Chum district of Rattanakiri, which received 38 participants. And in Koh Kong, Mondul Seima and Krong Khemarak Phoumin, which received 35 participants.
A total of 14 issues have been identified by participants. Among those, 6 have been resolved and developed into action plan for implementation back in their respective communes. Due to limited funding and time constrain, only some P/DoWA were able to demonstrate their potential through forum. P/DoWA who have been selected to facilitate the forum tried their very best to take up the assignments. Among the 9 P/DoWA facilitators, 3 score very good, 4 good, and 2 fair. |
